I, Stacy Houston, do hereby certify that all facts, figures, and representations made in this application are true, correct, and consistent with the statement of assurances for these waivers. Furthermore, all applicable statutes, regulations, and procedures; administrative and programmatic requirements; and procedures for fiscal control and maintenance of records will be implemented to ensure proper accountability for the expenditure of funds on this project. All records necessary to substantiate these requirements will be available for review by appropriate state and federal staff. I further certify that all expenditures will be obligated on or after the effective date and prior to the termination date of the project. Disbursements will be reported only as appropriate to this project, and will not be used for matching funds on this or any special project, where prohibited.

Assurances

  • The school will be governed by the statutory definition of parental involvement, and will carry out programs, activities, and procedures in accordance with the definition outlined in Section 9101(32), ESEA;
  • Involve the parents of children served in Title I, Part A in decisions about how Title I, Part A funds reserved for parental involvement are spent [Section 1118(b)(1) and (c)(3)];
  • Jointly develop/revise with parents the school parental involvement policy and distribute it to parents of participating children and make available the parental involvement plan to the local community [Section 1118 (b)(1)];
  • Involve parents, in an organized, ongoing, and timely way, in the planning, review, and improvement of programs under this part, including the planning, review, and improvement of the school parental involvement policy and the joint development of the schoolwide program plan under section 1114(b)(2) [Section 1118(c)(3)];
  • Use the findings of the parental involvement policy review to design strategies for more effective parental involvement, and to revise, if necessary, the school’s parental involvement policy [Section 1118(a)(E)];
  • If the plan for Title I, Part A, developed under Section 1112, is not satisfactory to the parents of participating children, the school will submit parent comments with the plan when the school submits the plan to the local educational agency [Section 1118(b)(4)];
  • Provide to each parent an individual student report about the performance of their child on the state assessment in at least mathematics, language arts, and reading [Section 1111(h)(6)(B)(i)];
  • Provide each parent timely notice when their child has been assigned or has been taught for four (4) or more consecutive weeks by a teacher who is not highly qualified within the meaning of the term in 34 CFR Section 200.56 [Section 1111(h)(6)(B)(ii)]; and
  • Provide each parent timely notice information regarding their right to request information on the professional qualifications of the student's classroom teachers and paraprofessionals [Section (h)(6)(A)].

Involvement of Parents

Describe how the school will involve parents in an organized, ongoing, and timely manner, in the planning, review, and improvement of Title I programs including involvement in the decisions regarding how funds for parental involvement will be used [Sections1118(c)(3), 1114(b)(2), and 1118(a)(2)(B)].

Response:

Parents will be involved in the organization and planning of Title I programs through the School Advisory Council (SAC). SAC meetings will be held approximately once per month; this information will be printed on each newsletter. Non-employee representatives will make up 51%. Members of this group will be determined by the balanced representation of the ethnic, racial, and economic community served at Anthony. During these sessions, parents will be invited to assist in the development, implementation, and follow-up of the School Improvement Plan (SIP), Parent Involvement Plan (PIP), and other parental involvement activities. Furthermore, parents will be provided school performance data and will assist in analyzing grade level Reading, Math, Science, and Writing data in order to collaborate with school board employees on problem-solving strategies that will consist of parent involvement. The SAC agenda will be sent out to parents in advance and will reflect topics to be addressed at the meeting. Input from parents will be documented in the SAC minutes as well.  SAC meeting minutes are also given out to parents to assure information is recorded correctly and precise. Parent Teacher Organization (PTO) is instrumental in that it allows parents the opportunity to be a part of decisions that impact students in and out of the classroom.

Voluntary Pre-Kindergarten Program:

State funded Pre-K program offered at Anthony Elementary School during the school year. Students register at school site and services are provided through Title I office.

HIPPY Program

The Home Instruction for Parents of Preschool Youngsters (HIPPY) is a parent involvement and school readiness program. HIPPY offers free home-based early childhood education for three, four and five year old children working with their parent(s) as their first teacher. The parent is provided with a set of developmentally appropriate materials, curriculum and books designed to strengthen their children's cognitive skills, early literacy skills, social/emotional and physical development.

The administration and school designees will develop workshops for staff to participate. The workshops will provide support for teachers to better help their children at home to be successful in school in all academic areas.

Flexible Parent Meetings



Describe how the school will offer a flexible number of meetings, such as meetings in the morning or evening, and may provide with Title I funds, transportation, child care, or home visits, as such services related to parental involvement [Section 1118(c)(2)].

Response: Anthony Elementary School will offer a flexible number of meetings and activities throughout the school year. Parents will be able to attend parent conferences, meetings, and school activities when convenient for them before, during, and/or after school. For example, AYE Orientation meeting is scheduled for August 15th from 1:00-2:30, Title I Annual Meeting is scheduled for September 25th at 5:30pm and our Open House is scheduled for September 25th at 6:00pm. Our school based Social Worker will also be available to do home visits for those parents unable to attend school meetings. Furthermore, meetings and activities will be scheduled on alternate days of the week in order to accommodate parents' schedules. The parent survey, roster, and V-Soft volunteer report will document the success of our flexibility.

Other Activities

Describe the other activities, such as parent resource centers, the school will conduct to encourage and support parents in more fully participating in the education of their children [Section 1118 (e)(4)].

Response:

Each parent will receive an Anthony Elementary Calendar of Events which provide important dates for involvement throughout the school year. Parent Compact will also be given out at the beginning of the school year that will outline expectations for parents, teachers, and administrators. Each child will receive a planner that allows for written communication between the teacher and parent. Planners will be updated daily with academic notifications and will require parent signature. Surveys will be completed by parents providing information of how available they feel the school is to them. For example: are parent conferences held when requested, are resources provided to parents to assist their child when requested, and do parents feel the environment is inviting and welcoming on our campus.

All staff members are responsible for encouraging and supporting parents as the important piece of their child's education that they are.

In addition, parents can visit the Parent Resource Area in the Media Center preview books, magazines, and receive additional information and/or check out resources pertaining to their child's education. Effectiveness will be demonstrated by sign out logs.

 

The Parent Resource on wheels will be available to parents at the school 4 times a year. Sign in sheets are documentation of this event.  Notification of the Title I Van schedule will be sent out via newsletter by the Guidance Counselor.

 

 

Anthony parents and families are encouraged to visit the District Title I Parent Resource Center and teachers utilize the Teacher Check Out program through the center.

Monthly Flyers are sent out to parents making them aware of FREE local Parenting Classes in the area. Parenting classes will assist parents with disciplinary techniques and homework successful tips. Daycare and lunch is provided.
Evidence will be copies of the flyers sent home.


 

Communication

The above notification systems will alert the parent of upcoming testing, meeting dates and times and special events. During Orientation, Open House Night and School Advisory Council meetings, parents will be notified of the curriculum at the school, the forms of academic assessment used to measure student progress, and the proficiency levels students are expected to meet. Also, opportunities for regular meetings to formulate suggestions and to participate, as appropriate, in decisions relating to the education of their children are available through Parent Conferences, Progress Monitoring Plan (PMP) meetings, and Individual Education Program (IEP)meetings.

Parent May also request a parent conference or IEP staffing at any time.


 

Accessibility



Describe how the school will provide full opportunities for participation in parental involvement activities for all parents (including parents with limited English proficiency, disabilities, and migratory children). Include how the school plans to share information related to school and parent programs, meetings, school reports, and other activities in an understandable and uniform format and to the extent practical, in a language parents can understand [Section 1118(e)(5) and 1118(f)].

Response:

Anthony Elementary School will provide full opportunities for participation in parental involvement activities for parents of limited English proficiency by offering a translator in their native language. Parents of students with disabilities will also have full opportunities to participate in parental involvement activities through the assistance of the school's Social worker and Guidance Department. Parents of migratory children will have full opportunities to participate in parental involvement activities as well by offering child care and a translator if needed.

The school will have information related to school and parent programs, meetings, school reports, and other activities in an understandable and uniform format in a language that parents can understand. Bilingual Staff also assist with relaying information to parents in the child's native tongue as well. Written notifications will also be routinely produced in both English and Spanish for students and parents of limited English proficiency and upon request in other languages.

The school will monitor that the information was provided to the above subgroups by analyzing attendance: parent sign-in rosters and surveys.

Materials will be translated in English/Spanish. ESOL Paraprofessionals are also available to make phone calls, in person, and or help translate documents to Non-English speaking parents.  All documentation is kept in the School Title I Audit Box.
