I, Traci Crawford , do hereby certify that all facts, figures, and representations made in this application are true, correct, and consistent with the statement of assurances for these waivers. Furthermore, all applicable statutes, regulations, and procedures; administrative and programmatic requirements; and procedures for fiscal control and maintenance of records will be implemented to ensure proper accountability for the expenditure of funds on this project. All records necessary to substantiate these requirements will be available for review by appropriate state and federal staff. I further certify that all expenditures will be obligated on or after the effective date and prior to the termination date of the project. Disbursements will be reported only as appropriate to this project, and will not be used for matching funds on this or any special project, where prohibited.

Assurances

  • The school will be governed by the statutory definition of parental involvement, and will carry out programs, activities, and procedures in accordance with the definition outlined in Section 9101(32), ESEA;
  • Involve the parents of children served in Title I, Part A in decisions about how Title I, Part A funds reserved for parental involvement are spent [Section 1118(b)(1) and (c)(3)];
  • Jointly develop/revise with parents the school parental involvement policy and distribute it to parents of participating children and make available the parental involvement plan to the local community [Section 1118 (b)(1)];
  • Involve parents, in an organized, ongoing, and timely way, in the planning, review, and improvement of programs under this part, including the planning, review, and improvement of the school parental involvement policy and the joint development of the schoolwide program plan under section 1114(b)(2) [Section 1118(c)(3)];
  • Use the findings of the parental involvement policy review to design strategies for more effective parental involvement, and to revise, if necessary, the school’s parental involvement policy [Section 1118(a)(E)];
  • If the plan for Title I, Part A, developed under Section 1112, is not satisfactory to the parents of participating children, the school will submit parent comments with the plan when the school submits the plan to the local educational agency [Section 1118(b)(4)];
  • Provide to each parent an individual student report about the performance of their child on the state assessment in at least mathematics, language arts, and reading [Section 1111(h)(6)(B)(i)];
  • Provide each parent timely notice when their child has been assigned or has been taught for four (4) or more consecutive weeks by a teacher who is not highly qualified within the meaning of the term in 34 CFR Section 200.56 [Section 1111(h)(6)(B)(ii)]; and
  • Provide each parent timely notice information regarding their right to request information on the professional qualifications of the student's classroom teachers and paraprofessionals [Section (h)(6)(A)].

Mission Statement

Parental Involvement Mission Statement

At Ocala Springs, our mission is to provide a strong academic foundation in a safe elementary school. We will strive every day to develop students who will contribute to our community. Staff members will take advantage of professional development to implement high effect-size instructional strategies in the classroom. We will collaborate with each other, our parents and the community to support our students' needs and help them to be successful not just for today, but tomorrow.


Involvement of Parents

Describe how the school will involve parents in an organized, ongoing, and timely manner, in the planning, review, and improvement of Title I programs including involvement in the decisions regarding how funds for parental involvement will be used [Sections1118(c)(3), 1114(b)(2), and 1118(a)(2)(B)].

Response:

Ocala Springs Elementary School will involve parents in all aspects of its Title I program. The SAC (School Advisory Council) committee will develop, implement and evaluate all aspects of the SIP (School Improvement Plan) and the PIP (Parent Involvement Plan). Non-employee representatives make up more than 50% of the SAC. All SAC members are given the opportunity to review and offer input to the plans prior to approving. Parents are given a survey at the conclusion of all parent sessions. During the year parents are offered a survey to evaluate parent activities. These surveys are used to guide activities for the following year.

· SAC members are chosen through the process of a vote. Parents wishing to participate in the SAC contact the principal to place their name on a ballot and current members of the SAC vote to elect new members.

· Parent input on various issues are recorded in the SAC minutes.

· Each SAC agenda will reflect initiatives that need to be addressed. Sections of the PIP or SIP will be highlighted and opened for discussion at each SAC meeting. If a SAC member needs further information for clarification, the principal will be available to do so. The voting on of policies or activities will take place after all information has been presented and discussed.


 

Coordination and Integration

Describe how the school will coordinate and integrate parental involvement programs and activities that teach parents how to help their children at home, to the extent feasible and appropriate, including but not limited to, other federal programs such as: Head Start, Early Reading First, Even Start, Home Instruction Programs for Preschool Youngsters, the Parents as Teachers Program, public preschool, Title I, Part C, Title II, Title III, Title IV, and Title VI [Section 1118(e)(4)].

Voluntary Pre-K

Students register at Ocala Springs and services are provided on site this year. This is the first year OSE will have a VPK unit.

Kindergarten Information

Upon registration for Kindergarten parents receive a copy of information concerning expectations for the coming year.

HIPPY Program

At the Title I annual meeting, parents are provided the Title I brochure which contains information on HIPPY. HIPPY provides services to 3 and 4 year olds who live in selected Title I school attendance areas. Activity packets are available and may be provided through home visits.

Pre-K ESE

Pre-K students attending Ocala Springs with active IEP's are provided required services. Parents are encouraged to become actively involved with school activities.

Migrant Program

If Migrant students are enrolled at Ocala Springs Elementarym then there will be a coordination with the District Migrant Office to provide additional resources and support.

Flexible Parent Meetings

Describe how the school will offer a flexible number of meetings, such as meetings in the morning or evening, and may provide with Title I funds, transportation, child care, or home visits, as such services related to parental involvement [Section 1118(c)(2)].

Response:

· Parent Conferences will be held before and after school as well as during the day if needed. Social workers are also available to do home visits if parents are unable to attend a meeting.

· Activities will be held on alternate days of the week as is appropriate for the nature of the activity. Child care will be provided for school age children during parent sessions.

· SAC meetings will be held at alternating times of 2:30 and 5:30 PM.

· PTO meetings are offered at 3:00 and 5:00 PM for each scheduled date. PTO family functions are held in the evening.

· The parent survey will document the success of our flexibility.

Other Activities

Describe the other activities, such as parent resource centers, the school will conduct to encourage and support parents in more fully participating in the education of their children [Section 1118 (e)(4)].

Response:

Parent Conferences - teachers and parents will discuss how to ensure the child's academic success and what the parent can do at home. Every parent is sent a form to sign up for a date and time to meet with their child's teacher. When parents arrive, they sign-in at the front office.

Title I Parent Resource Center on Wheels Visit - During the school year the district Title I van will be assigned to our school each semester. The parents are notified via an article the school newsletter, campus marquee, and the school's website (calendar). They are invited aboard the bus to participate in "make & take" activities. A trained Title I staff member assists them in choosing academic games and resources to make for students. These resources will be used at home to help maintain and improve the students' academic performance.

Fall Fun Night - Students complete as a grade level to see which grade can bring in the most candy. When the contest is over they come out with their parents and families to participate in a safe night of collecting candy from each classroom and visiting holiday decorated doors. They also donate non-perishable food items to a non-profit organization. They learn about sharing with others and having fun with their families.

Parent Resource Center - The school advertises these resources in the school newsletter. There are many available resources in the media center for checkout. Parent may come in throughout the day to check out materials to use at home with their students. Circulation information is kept in the media center.


 

Communication

Describe how the school will provide parents of participating children the following [Section 1118(c)(4)]:

  • Timely information about the Title I programs [Section 1118(c)(4)(A)];
  • Description and explanation of the curriculum at the school, the forms of academic assessment used to measure student progress, and the proficiency levels students are expected to meet [Section 1118(c)(4)(B)];
  • If requested by parents, opportunities for regular meetings to formulate suggestions and to participate, as appropriate, in decisions relating to the education of their children[Section 1118(c)(4)(C)]; and
  • If the schoolwide program plan under Section 1114 (b)(2) is not satisfactory to the parents of participating children, the school will include submit the parents’ comments with the plan that will be made available to the local education agency [Section 1118(c)(5)].

Response: ·

School newsletters, classroom newsletters, Blackboard Connect 5 calling system (2-3 days before an event), flyers (1-week before event), the school marquee, the online parent/student calendar, student planners, and the school website will offer parents information about Title I programs, upcoming testing, meeting times and parent night activities. Translators are available for Spanish speaking parents and interpreters are available for our deaf and hard of hearing parents.

· Open House will be held during the second month of school for teachers to share with parents the curriculum for the grade level, assessments used to measure student growth and proficiency requirements for students.

· Following Progress Monitoring Meetings parents will be contacted by the teacher to formulate a plan for student achievement. Current levels and projected goals will be presented along with intervention strategies for improvement. Data will then be collected, graphed, and shared with the parents during the school year.

· A majority of the parent satisfaction surveys will indicate an 80% success rate. Parents will also receive a parent/student calendar that highlights the schools involvement in the Title I program. A copy of the Parent Involvement Plan will be sent home with every student in the fall.


 

Accessibility

Describe how the school will provide full opportunities for participation in parental involvement activities for all parents (including parents with limited English proficiency, disabilities, and migratory children). Include how the school plans to share information related to school and parent programs, meetings, school reports, and other activities in an understandable and uniform format and to the extent practical, in a language parents can understand [Section 1118(e)(5) and 1118(f)].

Response:

· A copy of the parent involvement plan will be available online the fall. It will also be sent home with every student.

· The PIP will be printed in Spanish upon request. Interpreters for our deaf community and Spanish speaking personnel will be available for parent activities.

· The complete PIP will be posted on the school website as well as the State website. Written communication will be provided for parents in English, however if requested a Spanish version will be sent. All district Title I communication is available in both Spanish and English.

· All parent notifications are approved by the principal/assistant principal before going home.
