I, Carrie Johnson , do hereby certify that all facts, figures, and representations made in this application are true, correct, and consistent with the statement of assurances for these waivers. Furthermore, all applicable statutes, regulations, and procedures; administrative and programmatic requirements; and procedures for fiscal control and maintenance of records will be implemented to ensure proper accountability for the expenditure of funds on this project. All records necessary to substantiate these requirements will be available for review by appropriate state and federal staff. Assurances

  • The school will be governed by the statutory definition of parental involvement, and will carry out programs, activities, and procedures in accordance with the definition outlined in Section 9101(32), ESEA;
  • Involve the parents of children served in Title I, Part A in decisions about how Title I, Part A funds reserved for parental involvement are spent [Section 1118(b)(1) and (c)(3)];
  • Jointly develop/revise with parents the school parental involvement policy and distribute it to parents of participating children and make available the parental involvement plan to the local community [Section 1118 (b)(1)];
  • Involve parents, in an organized, ongoing, and timely way, in the planning, review, and improvement of programs under this part, including the planning, review, and improvement of the school parental involvement policy and the joint development of the schoolwide program plan under section 1114(b)(2) [Section 1118(c)(3)];
  • Use the findings of the parental involvement policy review to design strategies for more effective parental involvement, and to revise, if necessary, the school’s parental involvement policy [Section 1118(a)(E)];
  • If the plan for Title I, Part A, developed under Section 1112, is not satisfactory to the parents of participating children, the school will submit parent comments with the plan when the school submits the plan to the local educational agency [Section 1118(b)(4)];
  • Provide to each parent an individual student report about the performance of their child on the state assessment in at least mathematics, language arts, and reading [Section 1111(h)(6)(B)(i)];
  • Provide each parent timely notice when their child has been assigned or has been taught for four (4) or more consecutive weeks by a teacher who is not highly qualified within the meaning of the term in 34 CFR Section 200.56 [Section 1111(h)(6)(B)(ii)]; and
  • Provide each parent timely notice information regarding their right to request information on the professional qualifications of the student's classroom teachers and paraprofessionals [Section (h)(6)(A)].

Involvement of Parents



Describe how the school will involve parents in an organized, ongoing, and timely manner, in the planning, review, and improvement of Title I programs including involvement in the decisions regarding how funds for parental involvement will be used [Sections1118(c)(3), 1114(b)(2), and 1118(a)(2)(B)].

Response: Seventy-Fourth Street Elementary believes in involving parents in all aspects of its Title I, programs. Our School Advisory Council (SAC) is responsible for reviewing our School Improvement Plan, Parent Involvement Plan, and Parent/Student/Teacher Pledge. Parents are given the opportunity to review the plans and offer input prior to approval. All parents are given surveys in the spring seeking information on our school climate and academics to assist in the development of our plans. Results of the survey are shared with SAC and made available to all parents in our front office and on our school website.





Coordination and Integration

Title I, Part A

At least 1% of the Title I Part A budget is spent on increasing parent involvement. Agendas are purchased to facilitate home/school communication. Funds are also used for family activities, parent training, and take-home books.

Title III

Title III provides our school with one ESOL unit, a teacher and an ESOL teacher assistant. The teacher and assistant work closely with our ESOL students and their families to ensure success in school, as well as provide information on different resources available to the families.

Title X

Title X provides information and resources to our homeless students and their families.

Supplemental Academic Instruction (SAI)

SAI provides our school with additional funds for our Extended Learning Program. Funds are used to purchase low level high interest books for our level 1 and 2 FCAT students.

Violence Prevention Program

This program provides our school with a Behavior Specialist to support our Autistic Spectrum Disorder Students. Our Guidance Counselor teaches character education in all classrooms.

Nutrition Program

This year 100% of our students qualify for the Free Breakfast and Free Lunch Program.

Head Start

The Title I Center sends our school a list of Head Start Programs in our area. We contact them and set up a date and time for them to come and visit our kindergarten classrooms to provide for a smoother transition to kindergarten.

VPK

Activities may include: coordinated meetings with parents, VPK teachers, and kindergarten teachers to discuss the specific learning needs of students, and joint parent meetings to discuss transitioning.

IDEA

Supplemental instructional support provided by Title I will be disucssed during parent conferences when developing the student's IEP.

Flexible Parent Meetings



Describe how the school will offer a flexible number of meetings, such as meetings in the morning or evening, and may provide with Title I funds, transportation, child care, or home visits, as such services related to parental involvement [Section 1118(c)(2)].

Response: In order to meet the needs of all of our families, Seventy-Fourth Street Elementary offers flexible parental involvement meeting times and encourages our families to attend. We hold activities before school, during the school day, after school, and in the evenings. For example, our Donuts for Dad and Muffins for Mom are two reading events that occur before school. Our FSA informational meeting is held during the afternoon then again in the evening. Building Better Readers and Mathematicians and Reading Under the Stars are events that will be held in the evening. Our School Advisory Council meets the second Tuesday of each month at 6:00pm. Our PTA meets every other month at 7:00pm. We hold three parent conference events that begin in the afternoon and extend into the evening.

Other Activities



Describe the other activities, such as parent resource centers, the school will conduct to encourage and support parents in more fully participating in the education of their children [Section 1118 (e)(4)].

Response: Within the first two weeks of school each teacher will send a letter and volunteer form inviting families and individuals that can assist our school. The Family Liaison will prepare the packets. The letter will include the cost, dates of meetings, and events that 74th Street needs assistance with. Events that need volunteers are book fairs, family nights, 5th grade committee, field trips, cafeteria support, mentors, and tutors. In addition we will create a teacher and community survey to establish interests, abilities, and understand existing barriers and begin to close the gap. The Family Liaison contacts local community businesses in efforts to join in partnership with 74th Street Elementary. We are looking for tangible and monetary donations, Great American Teach In speakers/presenters, and securing agreements at least a month in advance. PTA also spearheads school fundraisers, box tops, soup labels and distributes the funds raised accordingly. PTA will host approximately 6 meetings, in which each grade level will spotlight an achievement, or do a performance at the end of the meeting. These events should attract grade level parents and promote involvement. During these meetings we can inform the parents of expectations and upcoming events. Parent input drop box Title I parent empowerment toolkit can be found in the front office. Regular SchoolMessenger updates are made by administration.

Each grading period our parents are invited to school for an awards assembly to recognize academic achievement, improved academics, outstanding character, and perfect attendance.

Our classroom teachers invite parents to attend writing celebrations at the end of each unit so that students can share their work with classmates and family.

We have several computers in our media center that are available for parents to use before and after school.

Parents are encouraged to visit the Title I Parent Resource Center in St. Petersburg to read books, play educational games and use their computers.


Communication



Describe how the school will provide parents of participating children the following [Section 1118(c)(4)]:

  • Timely information about the Title I programs [Section 1118(c)(4)(A)];
  • Description and explanation of the curriculum at the school, the forms of academic assessment used to measure student progress, and the proficiency levels students are expected to meet [Section 1118(c)(4)(B)];
  • If requested by parents, opportunities for regular meetings to formulate suggestions and to participate, as appropriate, in decisions relating to the education of their children[Section 1118(c)(4)(C)]; and
  • If the schoolwide program plan under Section 1114 (b)(2) is not satisfactory to the parents of participating children, the school will include submit the parents’ comments with the plan that will be made available to the local education agency [Section 1118(c)(5)].

Response: All pertinent school informormation is communicated throughout the year with SAC. At the Title I Annual Meeting in August, Seventy-Fourth Street shares information about the Title I program and curriculum. We share the Title I budget, Parent Involvement Plan, Supplemental Educational Services, Parent's Right to Know, and Family Involvement opportunities. Parents learn how to access the School Improvement Plan. Teachers present information regarding grade level curriculum, academic assessments, and how parents can help at home. Teachers will maintain sign-in sheets and provide a copy to the RTI Coach for documentation. Families who are unable to attend will receive an informational packet from the school. Other events are held throughout the year to help the parents understand the state assessments and ways to increase student achievement. We offer a 3rd grade Informational Meeting to discuss the Promotion/Retention Policy, FCAT reading, and the portfolio. At our parent conferences, parents learn about their child's academic progress and how it relates to district and state expectations and Title I compacts are revisited. Other Title I information is shared monthly through our school newsletters and SchoolMessenger calls. We also have a parent input box located in the front office. Student agendas are also used to communicate information on schoolwide events.


Accessibility



Describe how the school will provide full opportunities for participation in parental involvement activities for all parents (including parents with limited English proficiency, disabilities, and migratory children). Response: Seventy-Fourth Street Elementary has a full time ESOL assistant who is available to parents to translate school information, including SchoolMessenger messages, as well as be available during the day or evening for Parent/Teacher conferences and family workshops. District and school forms, policies and plans can be requested to be translated as needed in other languages. The district has Parent Advocates and Parent Groups that are available to assist parents as needed. The school also has a full time RTI coach fluent in Spanish to assist with parent communications. Our school will provide reasonable accommodations for parents with disabilities to ensure that they are able to participate in all parent involvement activities.
