I, Regina Dickey , do hereby certify that all facts, figures, and representations made in this application are true, correct, and consistent with the statement of assurances for these waivers. Furthermore, all applicable statutes, regulations, and procedures; administrative and programmatic requirements; and procedures for fiscal control and maintenance of records will be implemented to ensure proper accountability for the expenditure of funds on this project. All records necessary to substantiate these requirements will be available for review by appropriate state and federal staff. I further certify that all expenditures will be obligated on or after the effective date and prior to the termination date of the project. Disbursements will be reported only as appropriate to this project, and will not be used for matching funds on this or any special project, where prohibited.

Assurances

  • The school will be governed by the statutory definition of parental involvement, and will carry out programs, activities, and procedures in accordance with the definition outlined in Section 9101(32), ESEA;
  • Involve the parents of children served in Title I, Part A in decisions about how Title I, Part A funds reserved for parental involvement are spent [Section 1118(b)(1) and (c)(3)];
  • Jointly develop/revise with parents the school parental involvement policy and distribute it to parents of participating children and make available the parental involvement plan to the local community [Section 1118 (b)(1)];
  • Involve parents, in an organized, ongoing, and timely way, in the planning, review, and improvement of programs under this part, including the planning, review, and improvement of the school parental involvement policy and the joint development of the schoolwide program plan under section 1114(b)(2) [Section 1118(c)(3)];
  • Use the findings of the parental involvement policy review to design strategies for more effective parental involvement, and to revise, if necessary, the school’s parental involvement policy [Section 1118(a)(E)];
  • If the plan for Title I, Part A, developed under Section 1112, is not satisfactory to the parents of participating children, the school will submit parent comments with the plan when the school submits the plan to the local educational agency [Section 1118(b)(4)];
  • Provide to each parent an individual student report about the performance of their child on the state assessment in at least mathematics, language arts, and reading [Section 1111(h)(6)(B)(i)];
  • Provide each parent timely notice when their child has been assigned or has been taught for four (4) or more consecutive weeks by a teacher who is not highly qualified within the meaning of the term in 34 CFR Section 200.56 [Section 1111(h)(6)(B)(ii)]; and
  • Provide each parent timely notice information regarding their right to request information on the professional qualifications of the student's classroom teachers and paraprofessionals [Section (h)(6)(A)].

Involvement of Parents



Describe how the school will involve parents in an organized, ongoing, and timely manner, in the planning, review, and improvement of Title I programs including involvement in the decisions regarding how funds for parental involvement will be used [Sections1118(c)(3), 1114(b)(2), and 1118(a)(2)(B)].

Response:

Reddick-Collier Elementary will send home to parents information about the school's Parental Involvement Plan, and how parent involvement funds will be used. Parents will have access to this information through the school web site, and through communication during Parent-Teacher Organization meetings and School Advisory Council meetings. Parents were invited to participate in a work session reviewing the 2013-2014 Parent Involvement Plan, the School Compact, and the School Improvement Plan in May. This date was utilized to receive feedback and make revisions to all of the documents based on the feedback from the group. Written and verbal input from parents will be documented in the minutes of these various meetings. Our SAC and PTO take an important role in the development of our parent involvement plan. A subcommittee is formed from members of both SAC and PTO to help develop initiatives and ideas for parent involvement that can be included in the plan. These ideas are then added to our plans parent involvement initiatives for the upcoming year. Our school supports these ideas by ensuring that times are staggered for these events thus giving access to all parents.

Members of SAC are selected from teachers, parents, and community members wishing to volunteer and be a stakeholder in our school. Members of PTO are chosen by giving parents an opportunity join the PTO at the beginning of the year. Our PTO president recruits new members as new parents and children enter the school.


 

Coordination and Integration

We have a Title I funded VPK program on our campus. Our VPK teacher works with parents and kindergarten teachers to ensure student readiness for kindergarten.

Supplemental instructional support is provided by Title I for the purpose of academic achievement.

Head Start

There is a Head Start program on our campus. Parents of the students are always welcome on our campus. As new students enroll we share program information.

Information about the HIPPY program will be provided to parents during Open House and enrollment.

As migrant students are identified or enroll the school will work with our Title I office to offer parent support and ensure student achievement.

Title II

Teachers will participate in staff development activities throughout the school year. They will begin the school year a day early to attend an in-service on unpacking the standards and providing standards-based instruction.

Flexible Parent Meetings

Describe how the school will offer a flexible number of meetings, such as meetings in the morning or evening, and may provide with Title I funds, transportation, child care, or home visits, as such services related to parental involvement [Section 1118(c)(2)].

Response:

The Leadership Team and staff of Reddick-Collier Elementary School have a strong belief in the importance of parental involvement and therefore have put measures in place to offer parent meetings on a flexible schedule. Teachers are encouraged to schedule conferences at times that meet each parent's schedule. Teachers have at least 3 days throughout the week with 50 minute blocks at various times throughout the day and are available to meet, as well as other 30 min. blocks of time at the end of the school day available. The school also offers a conference night two times each year, one in October and one in March, when parents are able to schedule conferences after the school's normal hours of operation.

Other Activities

Response:

The school's parent resource center is located within the front office, making it easily accessible for parents! We have a variety of materials available for parents to check-out to take home and use with their children. The hours are the same as the school hours. Our front office staff is responsible for the parent resource center, and we have a teacher that is assisting with set-up and implementation.


Communication

Response:

At our Open House, Reddick-Collier Elementary School will hold a general meeting where information will be presented about the Title I programs, the curriculum, and academic assessments. Parents will learn about the school wide program, how to schedule parent-teacher conferences, and opportunities for participation in decisions related to the education of their child. Parents will be given a copy of the PIP. Upon conclusion of the general meeting, parents will be invited to visit their child's classrooms and meet staff. During the classroom visits, teachers will provide additional information on the subjects they teach, assessment plans, and how parents can help at home. Teachers will maintain sign-in sheets.

Our leadership team, principal and assistant principal as well as our teachers are responsible for these activities. Our school collects sign in sheets from each event that parents are asked to attend as evidence of their participation.

Parent conferences can be requested by parents at any time allowing them to formulate suggestions and aid in decision making as it relates to their child. Parents are also invited to volunteer at school in a variety of capacities on our campus. Parents are provided the opportunity to provide feedback through a parent survey that is sent out by our district annually. these ideas are collected by the principal and shared with SAC and PTO.


 

Accessibility

Describe how the school will provide full opportunities for participation in parental involvement activities for all parents (including parents with limited English proficiency, disabilities, and migratory children). Include how the school plans to share information related to school and parent programs, meetings, school reports, and other activities in an understandable and uniform format and to the extent practical, in a language parents can understand [Section 1118(e)(5) and 1118(f)].

Response:

To ensure that parents of students enrolled at Reddick-Collier have the opportunity to participate in parent involvement activities, Reddick-Collier provides school activities with bilingual staff and materials. Flyers and announcements regarding parent involvement activities are translated and distributed to all parents who need them. Parents with disabilities are welcome to attend all activities and/or services and accommodations are made to allow them access. Event flyers include this information so that parents who need translations or accommodations know ahead of time.

Our school monitors parent need for information in their native languages. We regularly track our ESOL population and ensure that they are receiving information in their native language. Our district also provides translation of many documents to ensure that families receive information in language that they can understand.
