I, Sharon Dudley , do hereby certify that all facts, figures, and representations made in this application are true, correct, and consistent with the statement of assurances for these waivers. Furthermore, all applicable statutes, regulations, and procedures; administrative and programmatic requirements; and procedures for fiscal control and maintenance of records will be implemented to ensure proper accountability for the expenditure of funds on this project. All records necessary to substantiate these requirements will be available for review by appropriate state and federal staff. I further certify that all expenditures will be obligated on or after the effective date and prior to the termination date of the project. Disbursements will be reported only as appropriate to this project, and will not be used for matching funds on this or any special project, where prohibited.

Assurances

  • The school will be governed by the statutory definition of parental involvement, and will carry out programs, activities, and procedures in accordance with the definition outlined in Section 9101(32), ESEA;
  • Involve the parents of children served in Title I, Part A in decisions about how Title I, Part A funds reserved for parental involvement are spent [Section 1118(b)(1) and (c)(3)];
  • Jointly develop/revise with parents the school parental involvement policy and distribute it to parents of participating children and make available the parental involvement plan to the local community [Section 1118 (b)(1)];
  • Involve parents, in an organized, ongoing, and timely way, in the planning, review, and improvement of programs under this part, including the planning, review, and improvement of the school parental involvement policy and the joint development of the schoolwide program plan under section 1114(b)(2) [Section 1118(c)(3)];
  • Use the findings of the parental involvement policy review to design strategies for more effective parental involvement, and to revise, if necessary, the school’s parental involvement policy [Section 1118(a)(E)];
  • If the plan for Title I, Part A, developed under Section 1112, is not satisfactory to the parents of participating children, the school will submit parent comments with the plan when the school submits the plan to the local educational agency [Section 1118(b)(4)];
  • Provide to each parent an individual student report about the performance of their child on the state assessment in at least mathematics, language arts, and reading [Section 1111(h)(6)(B)(i)];
  • Provide each parent timely notice when their child has been assigned or has been taught for four (4) or more consecutive weeks by a teacher who is not highly qualified within the meaning of the term in 34 CFR Section 200.56 [Section 1111(h)(6)(B)(ii)]; and
  • Provide each parent timely notice information regarding their right to request information on the professional qualifications of the student's classroom teachers and paraprofessionals [Section (h)(6)(A)].

Involvement of Parents

Describe how the school will involve parents in an organized, ongoing, and timely manner, in the planning, review, and improvement of Title I programs including involvement in the decisions regarding how funds for parental involvement will be used [Sections1118(c)(3), 1114(b)(2), and 1118(a)(2)(B)].

Oakcrest Elementary will involve parents in several ways.

·         First, parents will be a part of our SAC (School Advisory Council) which will meet every second Tuesday of each month. SAC members are selected through the process of a vote. Members are nominated by peers or by sending in a request to become a member. All nominees for designated group's names are placed on a ballot and each group votes for their designated members, example, (instructional votes for instructional, parents vote for parents etc.). During these meetings, parents along with other committee members will help make decisions concerning the disbursement of parent involvement and School improvement funds. SAC members will also help develop, review, give input, make suggestions, and monitor the School Involvement and Parent Involvement plans. Reporting information and performance data of the school to other parents and committee members will also be a task of the SAC committee. Minutes from these meetings are recorded, uploaded to our website and a copy placed in our Title 1 audit box.

·         Parents are invited to attend all parent night and morning activities and are provided a survey at the conclusion of the activities. During the months of January-April, parents are given a District survey on-line or a hard copy to give us feedback about how we are doing and help our committee with the revision of the Parent Involvement and School Involvement plans. Parents are also involved in our PTO (Parent Teacher Organization) which meets every second Tuesday of each month.

 

·         Throughout the school year, Portions of the PIP (Parent Involvement Plan) and SIP (School Involvement Plan) will be highlighted and open for discussion or revision. If a parent or other SAC member needs additional clarification on an issue, the principal or assistant principal will be available to clarify. One of our Spanish Speaking employees will will be available to translate for our ESOL parents.

 

·          Monthly SAC Agendas will reflect a portion of the SIP and PIP for parents and community members to discuss.



 

Coordination and Integration

This program helps parents and Kindergarten students become acclimated to the school environment. Only four to five different students from each homeroom will attend school each day for the first 3 days of school. All Kindergarten students will attend on the 4th day.

Flexible Parent Meetings

Describe how the school will offer a flexible number of meetings, such as meetings in the morning or evening, and may provide with Title I funds, transportation, child care, or home visits, as such services related to parental involvement [Section 1118(c)(2)].

Response:

Oakcrest Elementary Administration and Staff believe that parent involvement is crucial to the success of our children: Therefore, we use flexible scheduling to meet the needs of our parents. Parent conferences are held before, after and sometimes during the school day.



SAC (School Advisory Council) meetings are held at a time that's convenient for our parents-5:30 PM.

Family night activities will be held on alternate days of the week as is appropriate for the nature of the activity. Child care will be provided for selected activities.

Some technology trainings are held during the day to accommodate parents.

Parent sign-in sheets and surveys will document the success of the activity.

Other Activities



Describe the other activities, such as parent resource centers, the school will conduct to encourage and support parents in more fully participating in the education of their children [Section 1118 (e)(4)].

Response:

 

 · The Title I Parent Resource Center on Wheels (Title I Van) will be on campus four times a year between November 2014 and May 2015. It is provided for parents to make and take activities to help strengthen their child's achievement in reading and math. The Title I Resource Van is provided by the district.

· Family Nights (Christmas Craft, Celebration of Learning, Safe Halloween, Spring Fling, ) are scheduled monthly throughout the year to share ideas with parents on how to help their child improve.

Hotdog Homework Help for Parents and Publix Math Night are scheduled during November 2014 and April 2015. Hotdog Homework Help for Parents is facilitated by the math and reading coaches. Parents are invited by the grade level teachers. Our targeted students are our bottom 25%. The teachers present skills to parents that can be used at home to help their children achieve better grades in both math and reading. Parents are asked to complete the Title I Survey. Data from the survey is used to evaluate the activity. Later homework, test and quiz scores on skills presented are reviewed.

Publix Math Night is open to all grade levels, PreK - 5. This activity is facilitated by the math coach. Teachers volunteer to help parents with any questions they may have. Parents and students walk through the Publix Supermarket answering math related questions. The questions are based on the basic math skills of addition, subtraction, multiplication and division. Questions are grade level appropriate. The experience provides parents and opportunity to talk with their children about math and to see what skills they can work on at home. Parents are asked to complete the Title I Survey. Data from the survey is used to evaluate the activity.

· Parent Informational Meetings are scheduled to help parents with reading, math, writing, science, and Florida Standards.

· A power point presentation displaying Oakcrest's academic data, information about our Title 1 School wide program, parents' rights, school's policies and procedures are shared with parents during Open House/Orientation. Parents are also invited to visit their child's classroom to meet their teacher and set up parent conferences.

. Parents are invited to attend school, meet with the child's teacher to discuss the Essential Agreement also known as the School Compact. It is an agreement between the school, teacher, parent, child and principal. It describes the school's responsibility to provide high quality curriculum and instruction in a supportive and effective learning environment. It addresses the importance of ongoing communication between teachers and parents. It also describes ways in which each parent will be responsible for supporting their child's learning. The teacher, parent and student will meet a minimum of twice during the school year to discuss and sign the agreement.

 

 


 

Communication


Describe how the school will provide parents of participating children the following [Section 1118(c)(4)]:

  • Timely information about the Title I programs [Section 1118(c)(4)(A)];
  • Description and explanation of the curriculum at the school, the forms of academic assessment used to measure student progress, and the proficiency levels students are expected to meet [Section 1118(c)(4)(B)];
  • If requested by parents, opportunities for regular meetings to formulate suggestions and to participate, as appropriate, in decisions relating to the education of their children[Section 1118(c)(4)(C)]; and
  • If the schoolwide program plan under Section 1114 (b)(2) is not satisfactory to the parents of participating children, the school will include submit the parents’ comments with the plan that will be made available to the local education agency [Section 1118(c)(5)].

Response: A Title 1 Annual Meeting will be held in September 2013 to explain in detail our status as a Reward School, A Title 1 school wide, and Educational Standards.

The School's Parent Involvement Plan will be sent home with each child in the fall, posted on the school's website and copies placed in the front office.

The Plan will be printed in Spanish and English. All District parent communication will be in English and Spanish.

All parent communication published by teachers will be approved by administration before being sent home.

Parents will have access to their child's progress and school grades through the District's parent portal.



 

Accessibility

Describe how the school will provide full opportunities for participation in parental involvement activities for all parents (including parents with limited English proficiency, disabilities, and migratory children). Include how the school plans to share information related to school and parent programs, meetings, school reports, and other activities in an understandable and uniform format and to the extent practical, in a language parents can understand [Section 1118(e)(5) and 1118(f)].

Response:

Parents with limited English Proficiency will receive information in both English and Spanish.

An Interpreter will be at family nights, parent conferences and other school activities to translate for our parents.

All web-based information will be disseminated in both English and Spanish when applicable.

Home visits will be provided to communicate with our disabled families when applicable.

We will use the Re-lay phone system to communicate with our deaf parents.

Parent Portal training will be held to teach parents how to use technology to monitor their child's progress.

New families to our school will be informed of services available at school and within the District.
