I, Charles Trombly , do hereby certify that all facts, figures, and representations made in this application are true, correct, and consistent with the statement of assurances for these waivers. Furthermore, all applicable statutes, regulations, and procedures; administrative and programmatic requirements; and procedures for fiscal control and maintenance of records will be implemented to ensure proper accountability for the expenditure of funds on this project. All records necessary to substantiate these requirements will be available for review by appropriate state and federal staff. I further certify that all expenditures will be obligated on or after the effective date and prior to the termination date of the project. Disbursements will be reported only as appropriate to this project, and will not be used for matching funds on this or any special project, where prohibited.

Assurances

  • The school will be governed by the statutory definition of parental involvement, and will carry out programs, activities, and procedures in accordance with the definition outlined in Section 9101(32), ESEA;
  • Involve the parents of children served in Title I, Part A in decisions about how Title I, Part A funds reserved for parental involvement are spent [Section 1118(b)(1) and (c)(3)];
  • Jointly develop/revise with parents the school parental involvement policy and distribute it to parents of participating children and make available the parental involvement plan to the local community [Section 1118 (b)(1)];
  • Involve parents, in an organized, ongoing, and timely way, in the planning, review, and improvement of programs under this part, including the planning, review, and improvement of the school parental involvement policy and the joint development of the schoolwide program plan under section 1114(b)(2) [Section 1118(c)(3)];
  • Use the findings of the parental involvement policy review to design strategies for more effective parental involvement, and to revise, if necessary, the school’s parental involvement policy [Section 1118(a)(E)];
  • If the plan for Title I, Part A, developed under Section 1112, is not satisfactory to the parents of participating children, the school will submit parent comments with the plan when the school submits the plan to the local educational agency [Section 1118(b)(4)];
  • Provide to each parent an individual student report about the performance of their child on the state assessment in at least mathematics, language arts, and reading [Section 1111(h)(6)(B)(i)];
  • Provide each parent timely notice when their child has been assigned or has been taught for four (4) or more consecutive weeks by a teacher who is not highly qualified within the meaning of the term in 34 CFR Section 200.56 [Section 1111(h)(6)(B)(ii)]; and
  • Provide each parent timely notice information regarding their right to request information on the professional qualifications of the student's classroom teachers and paraprofessionals [Section (h)(6)(A)].

Mission Statement

Parental Involvement Mission Statement

Response: Sunrise Elementary will involve parents in a meaningful way in the development, implementation, and review of the parental involvement program. To accomplish this, we will work as a team (students, parents, staff, faculty, and community) providing a comprehensive and exciting educational program.


 

 

Involvement of Parents
Describe how the school will involve parents in an organized, ongoing, and timely manner, in the planning, review, and improvement of Title I programs including involvement in the decisions regarding how funds for parental involvement will be used [Sections1118(c)(3), 1114(b)(2), and 1118(a)(2)(B)].

Response:

1) Sunrise Elementary will convene an annual meeting to inform parents of Title I students of Title I requirements and their rights to be involved in the Title I program. At the Annual Meeting, parents and community members (if present) will be provided with detailed information about the purpose of the School Advisory Council (SAC) focusing on how parent involvement and input is necessary for Sunrise to represent the interests of all students and parents.

2) Sunrise Elementary will recruit parents to be involved with SAC and other school committees where school policy and planning are discussed. At all school events including the Title I Annual Meeting, Orientation and Open House, Sunrise's Administration, including the Principal and the Assistant Principal will actively recruit parents/guardians to be part of the SAC. At each event, a sign up location manned by school staff is present to give parents the opportunity to sign up for the School Advisory Council. After the event, the Principal or Assistant Principal will make direct individual contact with the parents through the contact information provided by the parent. Through this communication, the parents are informed of the schedule of meetings and invited to attend. In addition, parents will be contacted prior to the meeting to remind them of the meeting and invite them to attend. Through the use of our newsletter, school website and the use of Connect 5, parents are invited and reminded to be an active part of SAC. Their involvement and participation in this process is vital to our school's success.

3) Once on the SAC Committee and/or other school committees, Parents learn they are important to our school function and process. On the SAC Committee, parents receive information and updates on school issues and challenges where we must solve school problems. At the meetings, ALL members are invited to share comments and concerns with the Principal and the committee and be an active part in revising and editing the School Improvement Plan and the Parent Involvement Plan. Members have the opportunity to read the drafts of plans and then revisions are discussed. In addition, Parents can bring new challenges to the committee that need to be addressed. Contributions of parents to the creation, review and revision of the plan will be documented through the minutes of the SAC meeting, sign in sheets, parent surveys and parent activity feedback forms. During the initial planning, the previous year's plan is reviewed by parents and other members of the SAC. Once the initial review is complete, parents and other committee members are asked to discuss and offer suggestions to revise the plan to reflect new challenges or needs. During the final review/revision process, parents, staff and community members are asked to discuss and suggest final revisions to the plan. The parent's suggestions will be documented in the meeting minutes and on the revision paperwork, sign in sheets, parent surveys and parent written feedback on the process.

4) Sunrise Elementary provides parents of Title I students with timely information about Title I programs through school and classroom newsletters, school website, informational notes and invitations to school functions. By keeping parents involved and informed they are better able to comment on school issues and ways to meet these challenges and correct any problems that could hinder student performance.










Coordination and Integration

Describe how the school will coordinate and integrate parental involvement programs and activities that teach parents how to help their children at home, to the extent feasible and appropriate, including but not limited to, other federal programs such as: Head Start, Early Reading First, Even Start, Home Instruction Programs for Preschool Youngsters, the Parents as Teachers Program, public preschool, Title I, Part C, Title II, Title III, Title IV, and Title VI [Section 1118(e)(4)].

Title I Funded VPK Program

Sunrise offers a VPK opportunity to eligible 4 year old students. Parents are encouraged to visit and learn about how to work with students. In addition, parents are given strategies and materials that can be used at home to support the VPK curriculum and Pre-Kindergarten learning.

Title I, Part C

Migrant staff and Title I staff work together in the selection of items for the Title I Parent Centers that are beneficial to the academic achievement of Title I Migrant students. The Migrant staff assists Title I staff to encourage Title I Migrant students’ parents to visit the District and School Title I Parent Centers.

Title ll- Professional Development

Professional development resources are available to all schools through Title ll funds. In addition, District Technology Services provide technical support, technology training, and licenses for software programs and web-based access via Title ll-D funds as made available

Title X- Homeless

Title I schools have access to a social worker to visit families of homeless children as identified through the Guidance Office. All students at Title I school have this access

Individuals with Disabilities Education Act (IDEA)

The benefits of programs used to provide supplemental instruction at Title I schools are discussed with parents when developing an IEP. These Title I funded programs are available to all students who require additional support and can be requested during the IEP / Staffing process and at subsequent Annual Reviews

Flexible Parent Meetings

Describe how the school will offer a flexible number of meetings, such as meetings in the morning or evening, and may provide with Title I funds, transportation, child care, or home visits, as such services related to parental involvement [Section 1118(c)(2)].

Response: Sunrise Elementary will offer parents a variety of meeting times and formats. Parent Involvement opportunities are offered during times that are accessible to parents including parent conference times that are flexible and negotiable. Teachers are also available during school wide academic meetings and by appointment and teacher/parent communication is also available via phone, email, and written correspondence.

In addition, parents are encouraged to attend Orientation and Open House, monthly SAC Meetings, PTO meetings and other opportunities to be involved at the school during afternoons and evenings.

A very successful event we have implemented involves PTO hosting a movie night with food on the same day parents are invited to attend a SAC meeting. This allows parents to attend longer, more detailed SAC meetings knowing their children are supervised. This longer meeting time with parents affords school administration time to discuss issues / needs in more detail and also provides learning opportunities for parents.

Other Activities

Response: Sunrise Elementary will offer parents access to a Parent Resource Center starting in the beginning of September 2014. This resource center will contain teaching materials, home strategies, and access to online resources and strategies for parents. Teachers will have a the ability to access specific academic materials to meet the individual needs of students. These materials will be available to parents to utilize at home. Additionally, parents will be encouraged to visit the District Title I Van on campus each month and will be provided a flyer detailing services provided through the District Parent Resource Center.


 

Communication

Describe how the school will provide parents of participating children the following [Section 1118(c)(4)]:

Response: Sunrise Elementary will share timely information about the Title I programs including a description and explanation of the curriculum at the school, the forms of academic assessment used to measure student progress, and the proficiency levels students are expected to meet. Initial information will be shared during the Title I Annual Meeting held in September 2014 and through grade level and school newsletters that will inform parents of available programs, standards and academic information. Parents will also receive PMP information, Aimsweb data, and other District assessment results during Open House, parent conferences and Family Literacy Nights. In addition, through parent conferences and direct Parent - Teacher contact, parents are encouraged to be active partners in their child's learning. This can occur through regularly scheduled parent conferences, ongoing parent/school communication (email, notes home, teacher/school websites, student progress notes home and including academic discussion meetings with teachers and/school officials requested by the parent). These invitations to be involved can be documented in Parent-Teacher communication (email and written correspondence), through Parent conference forms and through phone/email logs, where parent contact is displayed.

 


 

 

 

 

Accessibility

Describe how the school will provide full opportunities for participation in parental involvement activities for all parents (including parents with limited English proficiency, disabilities, and migratory children). Include how the school plans to share information related to school and parent programs, meetings, school reports, and other activities in an understandable and uniform format and to the extent practical, in a language parents can understand [Section 1118(e)(5) and 1118(f)].

Response: Sunrise Elementary will share the District provided SCHOOL & HOME CONNECTION brochure in English and Spanish format. Parents will be given access to District, State, and Federal guidelines and academic information in various languages including Spanish, via District, state and school websites. Translators are available during parent conferences, parent/teacher communication and all academic opportunities. Spanish/English translation will be necessary for parents to be informed about student achievement and school events. School newsletter in English / Spanish format will be send home with students, available in the school office and available on the school website where all parents can have easy access to the documents. In compliance with Individuals with Disabilities Education Act (IDEA), information about supplemental instruction at Sunrise Elementary can be discussed with parents when developing an IEP and the same information is available to parents when they visit the school Guidance Office during registration, through discussions with the teacher at conferences and through direct information provided by the School Leadership Staff (Guidance Counselor/Academic Coaches).

In addition, school and parent information is available in the Guidance Office, where parents have access during student registration and specific academic information and descriptions of academic services and strategies will be available in the Parent Resource Center. As documentation, all invitations for parent nights, conference nights, and other academic events including Honor Roll recognition will be sent in English and Spanish format so parents are aware of their options and opportunities. Parent conference logs and sign in sheets for events where language needs are met are also documentation that translation services were provided to parents.
